VA gives a full license at 16 (15 for a permit). I know PA used to have Cinderella licenses that expire at midnight until you turn 18 but I don't knot if they still do.

In NC I wasn't allowed to have more than 1 passenger (unless it was a family member) or drive after 9 PM. Until I was... I think it was for a year? maybe 6 months?

In Oklahoma you get a full license, but you have to go to driving school. If you don't, you have some crazy limitations, like what inev said.

After you get your license here there are no limitations but you get it taken off you faster if you break the law for the first three years.
Also the correct answer is C. Tequila is tasty.

B is the "most mature" answer, so is worth 4 points. A does not involve mixing beer and liquor, so is worth 2 points. C is at least polite and is worth 1 point, though you are likely to regret it later.
This is a
government
test. Like the SAT, you have to consider the source to divine the answer.
