The following portion of Bob Woodward's Shadow reminded me very much of Roast Beef.
"Does my friend John Mitchell have any problems?" Baker asked, referring to Nixon's former attorney general and campaign manager.
Nixon suddenly lowered his voice and sort of turned away. "He might have a little," Nixon whispered. "Maybe he has a problem of some proportions."
Nixon's paranoia, desire to be liked by everyone, etc. also seem Beefesque. Their backgrounds are also similar, with Nixon's parents running a struggling grocery store and beef's mom working at 7-Eleven.

Roast Beef lacks the hubris to be Nixon, though. Nixon thought he was the shit; Beef tends to think he IS shit.
If I had to pick an Achewood character to be Nixon, though, the middle cat would probably be it.
