You know, in admiring that painting I was struck by the thought that if today's fashion designers had a comment on what the men were wearing, they would say the long vests make them look fat.  Then I recalled that, back in the day, this was a desirable thing: fat = affluence.  The couturiers of the day probably knew exactly what effect they would get with their styling.
