But surely a suit is only possible if one has suffered damages? As far as I am aware no one has caught anything from this stupid motherfucker, surely people wouldn't just sue for the sake of it?

Ah, but these folks have suffered mental and emotional damages from having to confront the possibility that they may have contracted TB from this jamoche. Is that enough to support a lawsuit?  Legally yes.  Morally, I don't know.
