That part of the brain is your amygdala. It stores your emotionally charged memories and has much better detail than your hippocampus which stores your other memories. The amygdala is where PTSD comes from and because it also processes your sense of smell, it makes smell memories more powerful than others.

Ash, the remedy for poor insurance compliance is higher fines.

This is a common misconception in our nation. That low-probability high-penalty enforcement will act as a deterrent. The sociology I read points to reasonable penalties that you are WAY more likely to run into. Why can't insurance companies feed the DMV database with a "yes" or "no" on who does and does not have liability coverage? This would bring universal enforcement.

OK, so you've managed to implement a system where every auto insurer admitted to write coverage in your state must participate in this database.  Then what?  How does that keep uninsured drivers off the roads?

The technology to do something like this already exist.  Roast Beef could whip out a program in an afternoon.  

Same thing goes for medical records.  It's not the technology that is holding up this train.

I think it solves the problem of them improperly impounding the car of someone who actually has insurance, but can't find that damn piece of paper. 

It also solves the problem of someone paying for 1 week of insurance and then canceling the policy when they get the proof card and driving the rest of the year with proof, but no actual insurance to back it up.

As soon as they go off roll the gestapo shows up and beats the fine out of them on their doorstep.

Either that or you start sending fine and suspension notices via mail and warn that non-compliance will result in a bench warrant with your name on it so you better avoid all LEO contact forever or you're going to the pokey.


The second one -- you start fining them for every month they're out of compliance, and mail them their court date. You make it more expensive to skip insurance, and you make it very difficult to avoid getting caught.

In my province, we have a single, government mandated public auto insurance provider.  Despite all the possible shit that could be wrong with that scenario, I have had good experiences.

When my Escape hybrid was rear-ended at a red light all expenses were covered by my insurance, including the massive repair bill, the lost wages due to my injury, all the physiotherapy until I felt I had recovered, plus all the medication, plus a loaner vehicle for a month while the repairs were being made to the hybrid, plus my mileage to and from medical and physio appointments.  No expense was spared.  I had the rock-bottom basic insurance available.  Of all of it, only the loaner vehicle was provided due to it being the other guy's fault.

PS - yes Geiko commercials are even more fun when they have nothing to do with your life in any way, shape or form.
