Golfhaus beat me to it--I'm pretty sure you can't sell booze in VA without being a full-blown restaurant.

Tara had a unique worldview.

Not that unique.  This was the exact argument I heard in Alabama, where as I recall:

No packaged alcohol can be sold after midnight.
No alcohol can be served after 2 AM.
Establishments which serve alcohol must get at least 50 percent of their revenue from food items*.
Except in 2-3 counties which have legalized it, no alcohol may be served or sold on Sunday outside of private clubs, and then only after noon.
Grocery stores can sell beer, wine, and "coolers," but not hard liquor.
Gas stations can sell beer and "coolers," but the vessels can not be larger than 20oz.
Liquor stores can operate independently, and sell any form of alcohol.
State ABC stores sell any form of alcohol, and generally more cheaply, but I don't believe they are open on Sundays.

A church in my college town successfully prevented an Outback Steakhouse from being built by lobbying to refuse to grant them "private club" status (and thus preventing them from selling alcohol on Sundays).  This was because the proposed site was just down the block from the church, and I guess all those eight dollar Aussie-ritas would entice their loyal flock into lives of excess and debauchery.

I heard stories from parties at Mississippi State that you couldn't buy cold alcohol there, so any party would include a large cooler (or bathtub) full of icewater to quickly cool it down.  Mythbusters in action!

*A mini-expose about the creative bookkeeping involved in maintaining this ratio was interesting.  For instance, any non-alcoholic portion of a drink (the orange juice in a screwdriver, the coke in a rum and coke, a wedge of lime, soda water) would be tabulated as food, AND its price would be based on the proportion of that mixer to the drink as a whole.  So if you bought a $5 Jack and Coke and the Coke was 4/5ths of the drink, $4 would go on the food budget.

And thus was the world made safe for democracy once more.

I'm sure that this action seriously made the Outback people sit down and really THINK about what they were doing to civilization, causing them to realize the path to destruction they were leading everyone to, and immediately pulled all offensive beverages and other substances from the menu, and further to close down on religious days and make their employees volunteer to take people without transportation to the church of their choice.

Either that, or they said, "Balls to that city, mate*" and reopened fifteen miles down in the next town, making the residents of your college town drive twenty minutes to get a Bloomin' F'in Onion.

* As I understand it, the real crime Outback is guilty of is marketing their restaurants as some kind of Aussie cuisine when in fact there's nothing Australian about it.

Here in Pennsylvania you can only buy beer at "beer distributors," and liquor and wine at State Stores, which are indeed run by the state.

Trivia: the state of Pennsylvania is the largest single purchaser of alcohol in the world.  We like to drink here.

I was in Pennsylvania the first time I saw drive-thru liquor stores. Needless to say, I was impressed.

Entirely correct on all counts.  But it was more like 12 miles.

Man, you want drive-thru liquor? You haven't seen nothin' till you've seen Louisiana's drive-thru daiquiri places, which are incredibly blatant and yet somehow not a joke. Thank God for extremely lax open-container laws!

You beat me to the punch.  I was going to relate my tale of living in Minden LA and working near Haughton LA.  MInden and Haughton are both dry, but between them is Doyline which is wet and the liquor store had frozen daquiris and frozen margaritas which they happily served out of the drive through window.  Nothing hits the spot on a hot summer day like a frozen daquiri.  The last 10 miles of the trip home were always awesome.

My New Orleans-born friend told me that as long as the little piece of paper was over the straw, it was a closed container. No shit.

It's even better than that -- I've heard rumors (note: I have never tried this) that you are allowed to have an open container as long as it's the passenger's. This conjures many images of wonder and delight:

"Sir, why are you drinking daiquiris out of a beer helmet while driving?"

"Hey, these aren't mine! They're my passenger's! See, he's got the drinky hose."

"Ah, all right. Carry on, sir."
